In the most advanced you would almost need a complete database with all tires - rolling resistance and including the pressure as well. Most simple implementation, just a check box winter tires and resulting in a slightly higher Wh/km number. Perhaps a three-way popup selector for rolling resistance: "Low, Standard, High". Given that the actual rolling resistance coefficient isn't an easily-available specification for tires (at least that I've found), I don't think having a database of all tires is a realistic goal.
